No. That's not true. They don't need to have large volume orders to get the discount.
This is a standard corporate discount that is offered by apple.
I have worked at a few major organisations and all offer the same discount.

This should be in discussions if to be on ozbargain at all and it certainly treads the line of what is legal.

How about let's focus on the deal instead of making a supreme court case of whether or not this is a deal or not, or whether it should be removed or not. If other moderators decide differently then so be it, and we will set a precedent for future deals. This is a website about bargains and saving money. If you can get %3 off plus the moneybackco/starthere credit then that's great. If not, then no loss. My guess is a lot of people will buy Apple products only available through the Apple store (ipad 3), so you may as well give it a try. For the record, we have had a few publicly accessible staff deals here. E.G. The BP Citibank card I am on was from a staff offer posted here. Further "this deal should be removed or this is how I want OzBargain to work" comments should be made in the site feedback forum and not this one.
Back to the deal, have any non-employee been able to purchase items through the Apple EPP site?
As posted above, I had no issue purchasing using other company EPP as my company Apple EPP link is hard to remember :)
Nor Apple verify my ID prior purchasing using EPP.
