Hamas is the government of Gaza. They have a history of misappropriating funds they receive that are meant to be going to the Gazans. Also, after the October 7 attack, more than 50% of respondents in both Gaza and the West Bank said they supported the attacks. So you can't blame people for being a little skeptical of where their money goes.
