  Is it certified "high speed" is more relevant.
  
  High speed cables support 1080p, 3D etc and is the highest certification available under the HDMI standards.
  
  HDMI v1.3 or v1.4 is irrelevant for cables as both can fully support 1080p & 3D(if they are high speed certified).

I can't comment on the quality of these specific cables but the 3 rotating head HDMI cables which I have bought have all failed within a year.

These were purchased from Jaycar and JB HiFi.
