Ultrafire and most other cheap brands specify the maximum rated output of the LED emitter and not its real output. Many factors affect the brightness including the driver (unless it's direct driven), heat dissipation(usually drops brightness due to too much heat generated and also burns your hand in the process if not well made), battery quality / capacity and the reflector shape/type/material etc.
I always assume about half at best of what is stated unless it actually states the OTF (Out the front) lumens value which the more premium brands specify.

Well the emitter is capable of putting out 1040 lm. But whether you have the power and circuitry to supply it is another matter.

+1 voteNo, it won't be 950 lumens. They are lying. "Proper" ones (I've found http://www.shiningbeam.com/servlet/the-35/RC-dsh-T5-Romisen/... is good value for money if you're after a bright, cheap single-18650 torch) are about 850+ lumens. These eBay knock-offs are noticeably dimmer.

You just slightly tap the tailcap to change between the modes (As opposed to pushing it all the way to turn it on/off).
Worth noting that you can easily see the torch "flickering" or strobing on the mid and low modes (i.e. it's using PWM for the dimming which is not ideal but typical of cheaper torches such as this). Depending what you use it for, this can be quite annoying, however for that price it is still a good deal.
Also I've found you have to regularly tighten the part in the tailcap which holds the spring and switch in place or it stops working.
