It works providing you haven't used a promo code in the past. I used one when I signed up and I can't add another one as far as I can see.
Go to Billing -> Manage Payments and enter the promo code.
topup with $5 entered coupon didn't get anything.

I got it immediately. Just signup again with a new account and you'll get the credit instantaneously.
I currently use the DO to host multiple sites. I can't recommend then enough. The control panel is awesome and they also have a server in Singapore which reduces the latency.
