VISA Card Not Working for Facebook Ads

Hi all, I can't use my preloaded Visa card to use for Facebook ads! Why is this? Here are the terms for it: http://www.giftcardplanet.com.au/visa-terms
When I tried to used my card for a page advertising, on the visa transactions, it says, FACEBK *ADS www.fb.me/ads IE - Cash withdrawal not allowed on this card. Advertising Services
So cash withdrawals are not allowed but Facebook ads are online not person to person or withdrawing from a bank.
Please help me!

    1. The Card cannot be used to obtain or redeem cash and cannot be used for making direct debit, recurring, or regular instalment payments. Authorisations may be declined at some merchants (such as gambling merchants or merchants who choose not to accept Visa Prepaid cards).

    Are facebook ads deemed a recurring payment?
    Has the merchant determined Visa Prepaid cannot be accepted?
