How Do I Adhere 3m VHB to Rubber?

Hi guys, I bought a length of garage door rubber seal but I'm actually using it for my car bumper. I also bought some 3m VHB RP45 tape but I didn't realise it doesn't adhere to the rubber seal very well. I'm assuming it's because the surface of the rubber is porous or because of the oils used in the rubber.

Is there anything I can do to get it to stick to the rubber? I'm thinking some sort of lacquer or clear coat spray to even out the surface or perhaps the coating will allow the 3m to adhere better.

My last resort is using screws but I don't want to put holes in my bumper just yet. Wasn't too sure whether to post this in automotive or home but I guess there'll be more DIY-ers here.
