There is a website in another country which I want to copy and make exactly the same website in Australia from a functionality point of view.
I would like to change the colors and font styles and add some text or even another tab and then launch my website.
Can you please guide me the most efficient and cost effective way to do that.

People on freelancer and similar do this all day.
For example, if you want to copy ebay, search for ebay clone, or twitter clone for twitter.
Consider too, if the site is actually unique, or just a general software system that has had the look and feel customised. For example, OzBargain is reasonably unique, but I think it is based on Drupal.
You might also want to think about what you will do once you have the clone. Are you going to install it and manage the security etc?
Efficient, cost effective… but might violate someone else's intellectual property? Before you start "copy and make exactly the same website" you might want to consult some lawyer to see whether what you intend to do is appropriate & legal. For example,
If your question is simply "make a functional site" then maybe looking at some of those out-sourcing sites such as Freelancer or Airtasker. There might be people in other parts of the world who are willing to get your site started for a few hundred bucks.
