100kph in a public area?

Found this video in facebook. A ladies test drive (0km - 100km) a Tesla in a street. I work in that area and this street is limited to 10km/hr. They claimed it is an official test in a controlled and closed area but I don't think so.

    Oh the outrage!! It is just too easy to do 100km/h in a modern car, especially fitted with ludicrous mode.

    At the end of the day it is illegal, unsafe and probably stupid. But it isn't to the levels that A Current Affair promote where everyone is going to die because someone does a burnout in a deserted industrial area, or has a little kid riding a tiny motorbike in a local 'park'.
