PayPal/eBay No Safeguard on Some Purchases

Hi

I bought a car jumpstart/powerbank from eBay and it didn't arrive, so I thought I would go to PayPal and get my money back but was told

"We're sorry there's a problem with your purchase. Unfortunately, this item isn't in a category safeguarded by eBay Buyer Protection. You can try to work out this problem by contacting the seller."

eBays says

"We're sorry there's an issue with your purchase. Unfortunately, this item isn't in a category covered by eBay Buyer Protection.We don't offer buyer protection on items listed in the Real Estate category, certain Motors categories, or in the Classified Ad format.You can try to work out this problem by contacting the seller."

They should warn us before we pay, that it's not covered

What else is not covered?

    Just do a chargeback on your CC instead.

    I'm wondering if the seller classified it incorrectly. I imagine the policy would go something along the lines of cars are sold as it, but a powerbank… how is that different from any other consumer electronics you buy on eBay?

      I think this might be right - the eBay page (http://pages.ebay.com.au/help/policies/money-back-guarantee.…) says it is only the following categories which aren't covered by the money back guarantee:

      "Vehicles, Real Estate, Websites & Business for Sale, Classified Ads and services, Tickets, Digital Goods and Intangibles, Gift Cards"

      Edit: also can't see anything in PayPal's terms which would mean their guarantee doesnt apply.

        By the fact the item didn't arrive, I wonder if this is a bit of a scam - list in a category with no ramifications if you don't send it.

          As we all know there is a lot of scammers around, expcially on eBay, if they leave a way for them to rip us off, they will use it.
