Penalty Rates (Pharmacy and Retail)

Currently i'm a little bit confused about casual penalty rates.
My friend works somewhere where he does not receive weekend penalty rates. However something to be noted is that his base casual pay is ridiculously high at $12.5/h (after casual loading) considering that his age is underneath the age of 16.
Are penalty rates compulsory?
Can penalty rates be ignored under a contract where an employee receives sufficient compensation such as a higher base wage?

Also can you verify the following casual penalty rates. (this is for pharmacy but please note any differences to retail penalty rates if a difference is present)
All rates are casual

Normal Hours: 125%
7-9pm Weekday: 175%
Before 8pm Saturday: 225%
Normal Saturday: 150%
6-9pm Saturday: 175%
Sunday: 225% (175% post July)

  • Sunday rate from Pharmacy will not be cut from 1st of July as there will be a transition arrangement which the details are still being worked on. The only rate confirmed to be cut from 1st July is the Public holiday one

    When i worked as a kitchen hand we had a separate EBA.
    We were not entitled to penalty rates on the exchange for something like $0.13 above the minimum.
