When I've ordered from them previously it was delivered via auspost, with the same ID requirement
The first option says drop off at Post Office if nobody home. I doubt Toll would do that.
I think the reason for my order coming via Auspost is that Hobart is considered regional

Toll require that the person named on the invoice be present to receipt delivery with Photo ID.
I was unaware of this unusually strict requirement. My (over 18) wife with my Surname, living at my address was home, and answered the door but was told by the delivery contractor that she was unable to receive goods.
In the end I had to drive out to the Toll Depot (driving 15 minutes past the First Choice store from which goods were despatched) in order to collect my "delivery" on Friday 22nd December.
Unless you work from home or can have goods delivered to your workplace, First Choice "delivery" is completely pointless.
