      In most cases, yes.

      It just depends on the fuse behind the cig port, they are mostly 10A - 15A but even at 5A that is 12*5 = 60W, and this device is rated to 40W.

      Note that this doesn't appear to support Qualcomm quick charge (18W), only a "maximum" standard USB charging rate (~10W).
