AFAIK no one really charges a port-out fee anymore, the closest thing they have are cancellation fees/paying out your contract for leaving early on a plan.

Also if it helps, I literally ported out of Kogan to Catch recently (I am now fully embracing the concept of sim-hopping), and paid no fees as well as had the port done in a few hours.
