Story Creator Mode is a quest creation tool that will allow you to create your own Stories in the world of Assassin's Creed Odyssey and play stories created by other players. It is available for free to all Assassin's Creed Odyssey owners.

What exactly is this? Like a sandbox to build your own levels?
It actually gets uploaded to everyones games, the popular ones populate the singleplayer game as quests you can take. If you opt in. if you don't it's vanilla quests. It's basically creating a story in a spreadsheet style online page, which then translates into an ingame quest.

Yeah i noticed the people that made this AC game actually put a lot of RPG care into the systems. They kept giving these really game changing type updates. It's unlike anything i've seen for the franchise and it's actually the reason i purchased the game and all the dlc.
This is by far the best supported game i've seen in the franchise by far.
