AMD Ryzen 7 1700x or 2700?

Let's say my budget at the moment is only enough for either a 2700 or 1700x. The 1700x is roughly 10% cheaper than a 2700.

Which one would you go with?
Personally thinking 1700x as it's meant to be sllliightly faster (?) but what are the downsides?

Do you overclock ?

Do you already have cpu cooler ?
