How to claim:

Activate before you spend
Shop in participating stores or online on the Target website
Pay with your eligible CommBank Mastercard as specified in the terms and conditions for this offer
You can check your eligible cards in CommBank Yello offer settings
Get cashback into your account, typically paid within 14 business days

Seems buying a Coles gift card from Target using this offer works. That's another gift card that will go to completing the 4 week spending challenge at Coles.

Hi Guys, on my app I have a restriction that gift cards are not permitted.
What if I did the cash out trick at the counter with my card?
Would the card read target as the merchant and give me the $15 back?

  The offer I got also stated that gift cards weren't allowed and it still gave me the cashback when I got a gift card. I never tried to fill a challenge using cashout, but it wouldn't hurt to try since it's just cash and the cost of one small item. I do know that at Coles they display the cashout in the transaction details and transactions might also have a hidden flag for this aswell.
