I guess it depends on the specific version of this. Anker power bank (A1695). The one sold by Anker Australia is labelled as a “flight-approved device”, but I'm not sure whether it actually has the 3C (CCC) marking.
The A1695 I bought from AliExpress does show the 3C label on the device.
It's good to know if someone can confirm whether the units sold at JB Hi-Fi also have the 3C marking.

So whether its CCC or not, it's likely only matters in another 6 months, then required a new standard / certification again
Actually it does have the CCC certification. I bought it last year when it was just released. It comes with a built-in retractable Type-C charging cable, which is super convenient, and the charging speed is really good. The only downside is that it’s a bit on the heavy side. But overall, it’s still my main power bank

As far as I know, currently its only required for domestic flights within China.
(Could be for flights to/from china as well but don't quote me on that.)

Yes, travellers can carry up to two power banks in their cabin bags, but cannot use them for the duration of the flight.
I bought this 2 months ago and have travelled to Bali and India without any issue. It is flight approved.
