I think Game Dev Tycoon is the better game (and its free with Play Pass), but I used to play this heaps well before that came out and still revisit it here and there. It's good fun.

Started off with Game Dev and then played Tycoon later down the track.

oh man its been ages since ive played this and was addicted to it. its pretty fun and the progression is quite linear

Game Dev Story+ is free in Apple Arcade too. Not sure what the difference is.
Apple arcade versions are normally revamped versions of old and new games with some original ones but everything is exclusive to that service.
This is an absolute gem of a game. Pixel art and management sim. Totally burned a lot of time playing this one.
I think I got it the last time it was free all those years ago!
