While technically not the first 18xx game, 1830 is certainly the progenitor of the now legendary series. From the late, great Francis Tresham of Civilization fame (the inspiration for Sid Meier's Civilization).
Not for the faint of heart, but the rules are much simpler than something like a Vital Lacerda game, and the gameplay far more compelling.
It's a coin toss between this and 1889 for the best "first" 18xx game, but it's impossible to go wrong here for the price.
