  • Ok, so here is my update of the situation since my CQ6 battery with H3 15.0 Pro inverter was installed on 26 March 26 in Victoria by PA Power.

    As noted in my 29 March 26 positive review above the installation process was positive and straightforward once initial supply issues with the H3 15 Pro inverter were sorted out by Junyi. So pleased that I recommended PA Power to others.

    The issue I have had since is it has now been many weeks but the battery has not been inspected yet. This has prevented me from changing electricity plans etc. to benefit from the battery installation. I have been quite patient over this matter, but now feel it's time to address this issue here to inform others of the situation. I will also note, as agreed, the battery was paid for in full on the date of installation without further prompting (in hindsight, perhaps this was not wise).

    In Victoria, assuming the same rules apply to solar batteries as they do to solar installs I think this inspection needs to be generally done within 8 business days of the install, and a certificate of electrical safety issued 4 business days after that.

    So, on 14 April, after waiting a reasonable time since the 23 March install, I reached out to Junyi (MilkteaS), requesting to know if the inspection had been scheduled. (No response at that time).

    I then waited a reasonable time before I also tried calling on 22 April (No response at that time).

    I understand that Junyi's role is primarily sales, and this request may likely be considered outside the scope of his role, but if this is the case, the issue needs to be at least acknowledged, and the task needs to be assigned to someone else to follow up. In Victoria, a battery installation begins with a quote and finishes with a positive inspection. This seems a bit stricter than other states. So, I am going to give everyone at PA Power the benefit of the doubt and assume the busy April period has led to some delays in my situation. At the very least, I now want an update on the inspection situation for my install to finalise this battery installation.

    Let's hope this situation is isolated to my install and others are not also currently in a similar situation.


    Update: On 28 April I managed to have a conversation with Junyi about my non-existent inspection. After an investigation, the office was unable to find any record / paper form / email receipt to prove if an inspection had originally been booked in. The reason given for this was that the person who may have booked it was on holiday.

    Junyi then asked them to book it in again.

    So, once again, after waiting a reasonable time I started to follow up:
    8 May: Requested if any progress had been made (no response).

    14 May: Requested confirmation that inspection was at least rebooked (no response).

    So, once again I haven't heard anything since then - so I am still waiting for the inspection to occur.

    Besides my limited contact with Junyi, no one at PA Power has bothered to contact me regarding the situation. I still do not know if an inspection is booked in. I would hope it is, but this has never been confirmed in any way to me.

    I would sincerely have hoped that after the rush before May 1st, PA Power might have at least spent some time finalising their existing installs before seeking new work. But instead it seems that they have now moved on to post new ozbargain offers now posted on 14 May and 16 May. It seems Junyi has time to post new offers, and respond to forum queries, but finds no time to respond to existing customers who are stuck in limbo.

    It has now been over 7 weeks since the battery was installed and fully paid for. The installation is not finalised since it has never been inspected yet.

    I will continue to post updates until the situation changes. This way, prospective customers are at least made aware of what they could be signing up for.

      We understand your concern and your wish to have the inspection completed as soon as possible.

      Please note that PAPower has already arranged and contacted Licensed Electrical Inspectors for your solar inspection. This inspection is also directly connected to our own rebate/payment process, so there is absolutely no benefit for us to delay or avoid arranging it.

      All inspection-related costs are borne by PAPower. The Victorian Government charges a fee of $38.70 per inspection:

      This fee is non-refundable, even if the inspector does not attend the site.

      Under the current system, the process is largely one-way. Once we engage an inspector and pay the required fee, we cannot force the inspector to attend on a specific date or expedite the inspection beyond their availability. In fact, in many cases, we are not even advised exactly when, whether, or which inspector will attend.

      We have already contacted multiple inspectors and will continue trying to secure the earliest possible appointment. In practice, apart from engaging and paying more inspectors, there is very little more that a solar company can do when an inspector does not attend or has no availability. It is done by COES agents in Victoria.

      We understand this is frustrating, and we are doing everything reasonably within our control to move the inspection forward. The inspection is part of the service we arrange for our customers, but it is not directly carried out by our own team members.

      We also really appreciate your comment that our “installation process was positive and straightforward”. This is something we are genuinely proud of as the installer's job, and we will continue doing our best to deliver the other projects. Your CQ6 battery with H3 15.0 Pro inverter is one of our high quality and high end of the market project, which would certainly pass the inspection.

      • In the most respectful way, it is the installation quality that is more likely the potential fail point for inspection. How good are your installers?
        An off the shelf Fox product you describe above will certainly be OK.

        To reiterate to everyone, I am a fan of PA Power's ability to supply and install a great product. Your ability to source product independantly of the wholesalers is indeed a good thing, and once the installation commenced, it went quite smoothly on the day.         What is frustrating is talking with other battery owners in Victoria who seem to have all got their inspections done quite quickly, usually within the same week. I guess I must indeed be the unlucky one. (and perhaps your Port Melbourne customer who was waiting since February).

        Your current payment model requires customers to pay mostly upfront before installation, and the final payment on the day of installation, before inspection. Customers are putting a lot of faith in your company. I understand the inspection process is somewhat outside your hands, but the booking process is not. Unfortunately for PA Power installing within Victoria, your job isn't really done until the system has passed inspection, since you are on the hook to remedy issues until then. Being a business owner myself in another life, I understand the upfront payment reasons would be related to cash flow. Indeed these systems are not cheap and need to be funded somehow. I don't envy the business model and the industry you are in. I don't envy being stuck between a rock and a hard place (the inspector and the customer) with looming deadlines. In my case, the lack of communication after final payment was interpreted as a lack of motivation to follow through. Harse, I know, but when the customer is left in the dark, and not kept updated regarding issues or progress, their minds can fill in the missing gaps, and the worst is often thought when things aren't going well. A modification to your payment terms, whereby, a smaller final payment is held back until after successful inspection, is one way forward, which I think you should seriously consider introducing under your current offers.

        Junyi, we last had a conversation April 29th. At which point an inspection was apparently re-requested, but then, how could I know this? Perhaps a simple message confirming a new inspection had been requested was needed, a forwarded email, anything really. Two follow-up prompts to Junyi since April 29th requesting an update on the situation were again met with no response. Once again, in Junyi's defence, this may not be his job, but even so, if the task was reallocated, this information could still have been conveyed by another. Time has also gone by now, another 2.5 weeks. Once again, the inspection seems to be taking a while. I doubt location is an issue - I am not regional. I am in a bayside suburb of Melbourne. The installation looks good, so I dont think that will be an issue. I just must indeed be very unlucky. Perhaps the address / contact details given to the inspection company are incorrect - once again how could I know? To date, I have never received any contact whatsoever from anyone wanting to schedule an inspection, which seems odd. Perhaps the inspectors are overun. Perhaps whatever paper / email trail is generated when inspections are ordered needs to be forwarded to customers so they at least know that task has been done.

        As I see now Frank also has an Ozbargain account, so please PA Power team, read my comments as constructive criticism, improve, and move forward and improve the company's communication with customers. The team is good, it just currently lack in the area of after sales, if my experience is anything to go by. This lack of communication I have experienced hasn't been isolated to just one person, as it is worth noting, I also gave Frank the opportunity to respond on April 21st and April 24th via text, also met with no response. A simple response suggesting the matter was being looked into could have helped.

        I am quite a straightforward person - I give credit where it is due. I suggest improvements where I think they would benefit. (eg marketing H3 15 Pro inverters and CQ6 batteries as a point of difference, considering GreenDeal for cash flow). My point is this: PA Powers sales process is currently good (well done Junyi), your installation on the day is good (well done installation team), but currently, the after-sales support, in my case, seems like an area that needs improvement. Send more updates to your customers throughout the whole process. As mentioned, I paid fully on the date of install, as we agreed, without prompting. I therefore had no carrot to ensure the inspection process was booked and carried out. I have been forced by the lack of communication after installation to resort to using the stick (which is something I wish I did not have to do).

      • Update:

        The inspector came today, in conversation he mentioned that my inspection had been booked in previously, but that they, the inspection company, had previously forgotten to do it. So I was indeed unlucky. He said he had received a follow-up call from PA Power several days ago, asking if my site had been inspected yet. I believe this call is what sped things along and led to my inspection today. It also shows that PA Power was actively doing things to help ensure the inspection would occur as much as they could in the background. The inspection itself went well, and there were no issues reported at all.

        In hindsight, despite the long inspection process (which I now consider was out of PA Power's control), I am still glad I went with the system I did from PA Power. At the time of ordering, they were the only ones I could find installing the CQ6 battery and H3 15 Pro inverter in Victoria. The process was straightforward on the day of installation.

        So, now, once I receive the Certificate of Electrical Safety, my battery installation will be complete. This is submitted by the inspector and then sent from PA Power to me. Hopefully, this will arrive in the next few days.

        • Your case is unfortunately not isolated. I agree with your observation that their after-sales support is lacking.

          In my case, the inspection was completed within a week, but it has now been almost 6 weeks since the inspection and they still have not provided the CoES to me nor have they submitted the CoES and alteration request to the electricity distributor. Without final approval from the distributor, I still cannot export to the grid.

          The representative claimed they had not yet received the CoES and said they would follow it up, but there has been no communication since then. At this point, I have little recourse other than warning others about this potential after-sales issue, especially since full payment is required immediately after the battery installation.

          Requesting inverter configuration support from them is another issue entirely, as they do not seem particularly interested in assisting. At the very least, they should be directing customers to the supplier's support channel and not have them wait for nothing.

          • @OneTamad: What results do you get if you search for the COES using your address?:

            This should show if the certificate has been sent in by the inspector, and the COES number. Mine now shows up in this search, meaning it has now been submitted by the inspector. I haven't received a copy yet though from PA Power, but it has only been a couple of days.

            With regards to the distributor, did you get a Pre-Approval outcome emailed through from the distributor before installation requesting an increased Export Capacity? This would have been sent by the installer. This Pre Approval shows it has an expiry date. I received one of these but there has been nothing further to confirm anything past the pre-approval state to confirm that the distributor knows the system is now installed.

            • @JohnSy: Yes, the CoES appears in the search and shows a compliant/safe status, which is why I was surprised when the rep told me they had not yet received the Certificate of Electrical Safety.

              I also received the pre-approval outcome email sent by the distributor early on and have been monitoring the status through the distributor's portal. After getting no response from following up with PA Power, I contacted the distributor directly. They advised that the installer (PA Power) had not uploaded the COES/supporting documentation yet and had not completed the alteration request yet.

              At this point, we would likely be at the same stage in the installation process, both waiting for PA Power to submit the documentation and COES to the distributor. The difference is that PA Power forgot to request the inspection for your system, whereas in my case they forgot to submit the COES and alteration request to the distributor.

              • @OneTamad: I have now logged into the United Energy portal, and I see the Pre-Approval form requesting the additional 5kW export rate is still in pending progress.
                So yes, I think we are both at the same stage now - waiting for COES and alteration request to be finalised with the distributor.

              • @OneTamad: Yesterday I got another email from UE called Connection Application received. Inside it was some attachments including a PDF of the COES and snapshots of daily usage from the Foxess system usage for 26/5/26 obtained remotely via the agent account. So I now have a copy of the COES.

                When I logged back into the UE portal there is now two applications, so it looks like the second stage of meter configuration is currently underway. This second application is in the verification phase.

        • I have logged back into the UE portal, and the two applications have now been completed successfully. The status is now "Installed" and "Closed" in the change requests.

          This means everything is now complete, I believe. Export limit has been approved for 5kW from the battery inverter. It took a while, but we got there in the end.

          Despite the saga, no lingering regrets - the system has been great so far.

    • My neighbour has been waiting a similiar amount of time for an install with another company. He's been told it's simply that there are not enough inspectors at the moment for the amount of installs that were done leading up to the May 1 deadline. He has also been following up the company with no inspection yet

      I remember getting annoyed with 7 days for my inspection. Can't imagine waiting 7 weeks.

    • I agree with OP that the inspector taking a long time is not necessarily their fault (not booking one is definitely their fault but mistakes happen). But the lack of communication and customer service you've experienced sucks and must not fill you with confidence should there be any technical issues moving forward.

    • i agree paying in full is the mistake. that's why I'd be wary of a 60% deposit. my cheapie/crappy installer is still waiting for his 90%, as he hasn't bothered fixing all the issues he created after 5 weeks. he will keep waiting till it's all done and fully compliant.

    Again, this is a crazy amount to pay before it being installed. My installer only required 10% deposit and the balance due after installation day. If you stand by your workmanship you wouldn't ask such a huge deposit.

    Also the free inverter promotion is available with any installer, so shop around.

      We never oppose or criticise how other companies structure their payments, different businesses operate in different ways. Some companies offer finance, some offer lower deposits, and some include promotional giveaways. As an employee, I also cannot change the company’s finance policy. We shouldn’t
      value workmanship by ‘only low deposit’.

      If your installer or any installer, is offering a different structure or better deal on free inverter, OzBargain is a free platform and they are absolutely welcome to post their own deals as well. Shopping around and comparing offers is completely reasonable.

      At the same time, payment structure is only one part of a project. Customers should also compare product quality, installation standards, after-sales support, warranty handling and long-term service reliability before making a decision.

      We respect that different customers will prefer different installers, and we encourage everyone to choose the option they feel most comfortable with.

    • Tbh I think it's reasonable.
      They are trying to run a business a maintain cashflow.
      There are far too many people that try to delay or withhold payment for them wrong reasons which impacts businesses like these

      • Fair to ask for a deposit, even 10% would be around $500. It is non-refundable, and I don't know many people who go around paying non-refundable $500 to businesses to (profanity) with them. 60% is steep. I paid 10% deposit, then another 50% when the batteries were delivered to my garage, next 20% after install, and last 20% after the inspection

  • Can I install this without solar panels yet? I get ovo free power for 3 hrs a day. I plan on panels soon but would take advantage of this deal now if I could get the battery alone installed and operational.

    • No as you won’t be eligible for the significant rebate without solar panels. You need to get the solar sat the same time or before hand to be eligible

    • We can install up to 50kwh battery for single phase, and 100kwh battery for three phase. It is just about a reasonable budget.

    • The temperature range is 0-55 degree, I guess your garage will not exceed that? No drama if within the range.

        Melbourne summer can reach 40+, thus, we imagine batteries can exceed operational temperature of 55 °C, or it won't?

  • I have a 1.5KW solar and single phase power. Can I install the battery only and schedule change when cheap or free electricity is available?

    • That is totally fine to install battery only as long as you got existing solar system.

  • Have an existing Tesla Powerwall 2 which I'm very fond of.
    Will this FoxEss battery system play nice with the PW2 ? Can they be installed side by side ?

    • Sadly only one battery system can be installed each property as the system can not communicate each other.

  • Hi, how much space is needed for the battery? Can they be stacked in the garage anywhere? Does the inverter have to go in the garage too? I have already Solar panels and a Fronius inverter. Do I need to remove my old inverter and use the 10kw one supplied? Thanks

    • You can keep your existing inverter and AC couple the Foxess inverter to it. The Foxess inverter will see the solar generation and this will appear as "Gen Load" in the app. The Foxess system will take into account the solar generation during export and charging etc.

      Clearance 300mm from a corner, 600mm from other appliances, switchboards, pipes etc.

      Placing it all inside a garage is probably better for keeping it warm in winter / cool in summer to avoid temperature charging derating.

      You will need bollards if there is a chance a car can hit it.

    Also the form says that the area needed for installation is 3m x 2m x 2m , does this include the clearance above?
    Do you put the Fox inverter outside next to the Fronius inverter ? Or inside the garage with the batteries?

    You had the EQ4800 Series 41.93kWh Battery + 10kW Inverter for $6,299 last month . Is there a chance of this price repeating ?

      The monitor feature will not be affected.

      Yes the area includes the clearance above. We install the Fox inverter close to the battery.

    I am just a bit concerned about the spacing needed in the garage. 3mx2mx2m seems to be a lot? How much space will be needed on the wall in the garage? If the installer comes to my place and finds out that there is no space to put the inverter or battery ?
    also is it worth it to go up to the EX or CQ ? as I heard the ESS models can do just a few points as backup during an outage.

    • We generally conduct a site inspection before sending the proposal. Depends on the model but the 322 is the most ideal size. Through you are right most case it wont need that much. If you are worry avout backup, after July we will get something amazing with built in whole house backup capability.

  • What is the priority of solar panel output when we have a battery? Does the power generated from solar panels feed to appliance , then charges battery and excess goes to the grid?

    For example panels are 6.66kw, inverter is 10kw, battery 24 kwh. If the power is generated at 4kw/h, appliance consumed at 1kw/h, does the remaining 3kw goes to the battery?

    When free electricity kicks in, can we set the solar panel charges to battery only, all appliance use grid power and grid also charges battery during the free hours?

    • It can be set as battery first or load first.
      You get the math right.
