To mark a deal as Targeted, you need to report it to moderators via the Report button on the deal, where a moderator will assess whether it should be marked as such.
Regular users and Power Users cannot mark a deal as Targeted.
(A moderator has already marked this deal as Targeted, so there is no need to report this deal.)

Targeted. I got $15 cashback on $100 spend from Target instead. Can't remember the last time I have been to a Target store. Kmart might have been better.

I have done that before when purchasing regular items (e.g. video games, USB charger) and had no issues.
The only scenario where you might run into problems trying to do this is if you are attempting to purchase a gift card (e.g. Apple gift card, Google Play gift card, JB Hi-Fi gift card). The JB Hi-Fi gift card policy forbids you from using a gift card featuring the JB Hi-Fi logo (e.g. JB Hi-Fi gift card, Ultimate gift card, TCN gift card, Special JB Hi-Fi gift card), and splitting payments can be an indication you are trying to use such gift cards to purchase a gift card.

Interesting. I'm pretty sure I've purchased a Twitch gift card using a JB hi-fi gift card in the past, though not sure how long ago now.
Edit: I added a digital delivery PlayStation gift card on the JB Hi-fi website to my cart, and could add a JB Hi-fi gift card as a payment method, which seems to indicate that condition isn't being enforced
