If you want a free alternative for desktop there is RawTherapee, DarkTable, and a variety of others. You can also use Morphe to unlock Lightroom on Android, but without cloud + AI features.
If, like me, you have a lot more than 1TB of photos, I recommend installing Lightroom Classic to manage your whole catalogue on desktop. Then, create a folder containing photos you want to be able to access in Lightroom CC and sync just that folder to Adobe Cloud. Remove photos from that folder when they're no longer being edited and you'll never need more than 1TB.
Morphe with classic vs Lightroom mobile (Android)
Morphe is only on Android. Classic is only on desktop.
If you use Morphe then the storage is whatever you can store on your phone. If you use Classic then it's whatever you can store on your desktop (or NAS, etc) + 1TB cloud storage if you're purchasing this deal.
This deal includes Lightroom mobile though, unless I'm missing something.
@Robbo014: Yes. If you were to buy this deal then I don't think there's any point using Morphe.
I just mentioned Morphe (and RawTherapee, DarkTable) as free alternatives to this deal. None of the free alternatives will do everything that this deal can, though. I still pay for Lightroom because I need some features that can't be found elsewhere.
@BestTechAdvisor: Just making sure, I pay roughly the same through Google Play store and I only get 100 gigabytes of storage at least this way I get additional storage and access to Lightroom classic.

If you use Lightroom Classic you can just sync a Collection to the cloud and it just syncs the Smart Preview only which is sufficient for making edits on mobile or iPad via Lightroom and it doesn’t take up any of your cloud storage. Smart previews are sufficient quality for social media or sharing via messaging apps as well, and I’ve even found them perfectly fine for 4x6 prints.
Downsides to this approach are:
1. If you want do need full size jpegs of the edits you need to use Lightroom Classic to export.
2. If you import a photo directly from iPad or mobile it takes up storage so you need to sync those to computer first (for now I just keep phone photos seperate eg. Apple Photos or Google Photos).
I’m mainly taking this approach as I’m only on the 20Gb plan.
