ATMS in France and Malaysia

I am wondering has anyone know of any banks with no international withdrawal fees and no other fees that have a network bank in France, as I recently found out that Citibank doesn't have any affiliates in France, thus negating the benefits of the card.

I know of the following banks in France:

  • Why does it have to be an affiliate? I wasn't charged any fees using a Citibank card with a non-affiliated bank overseas.

    • Really, great news, I read that French banks charge a fee or percentage

      • Well I can't speak for France, only for Spain.

      • I should add that I've used 28degrees and more recently Citibank to withdraw from ATMs in several European countries over the years and not once did I pay a charge for ATM use, only paid the prevailing exchange rate, which is pretty good with these two products. Though I used ATMs of major banks, not obscure ones. Is France said to be different? I have no reason to believe that.

        Banks list affiliate networks where the usage charge is waved, but these two products specifically promote the claim that they are (usually) ATM charge free.

  • Use the 28 degree mastercard. I've used it several times to withdraw money from an ATM (different baks) as a cash advance and have paid no fees (this was in Malaysia). I simply transferred money to cover the cash advance amount and any purchases the same day or soon after to avoid cash advance interest (which amounted to at most a couple of $$). Hope that helps.

    • was in Malaysia, Singapore and HK recently for 2 weeks and didn't pay any withdrawal fees at ATMS using my 28 deg MC.
