My sister has just bought a new hdtv and I'd like to buy her a cheap laptop or tablet so she can stream internet video to her tv via a hdmi cabel. Any suggestions on what the best/cheapest option would be? Other than streaming video it would only be for light internet use.

The new Chromecast would be good when it is available here. http://www.ozbargain.com.au/node/111427 This seems to be a good deal.
That tablet doesn't have HDMI out, and is completely useless for watching anything more complex than 720p. A Nexus tablet for $178 would be a lot more capable.
I'd go with the Android TV stick approach. Either Google's own ChromeCast, or a Shenzhen-Droid.

Laptop is going to be much easier to set up than a tablet.
Tablet->HDMI isn't very reliable in my experience.
If the TV has Miracast support, a tablet could be an option though. No HDMI cable required then!
