I was in the process of signing up for one of TPG's bundled plans and then on the last page noticed an additional $20 fee for "Home Phone Prepayment Outside Included Value" is this a once off fee for connection or more of a hidden charge, thus making the monthly plan rate an additional $20 more than it is advertised for?
If this is an additional charge, do Exetel, Internode or Logitel also have hidden charges?
It's neither.
If you never use your phone, or stick only to free numbers included in your bundle, that $20 will just sit there unused.
If you do use your phone, any charges (which means stuff not included in your included value, such as 1902 numbers or countries not included in whatever bundle you've chosen) come out of that $20. Once they fall down to $10 you'll be charged $10 to top it up to $20 again.
