PayPal protection when there isn't any

I have purchased a non physical item from a store using paypal.
The guy couldn't deliver the product and instead of refunding me the money he is leaving it as a credit.

I have tried to reason with the idiot, but he has basically said too bad too sad.

I believe if I had used a credit card my chances of getting my money back would of increased.

Is there a credit card where I can just demand my money back via a dispute, after all it's my money.

The company isn't Australia based so they operate on there own fancy laws.

I haven't disputed it yet as I don't want to lose the dispute and then my $100 credit.

    Was it a service?

    Basically, you're asking for a feature involving 'charge back'?

    • Thanks, the business was promising he could do something in a certain time period.

      ie 12 hours

      8 days later he refunded me saying he couldn't do it.

      I used this guy for unlocking a phone.

      I never used a credit card for the purchase, it was directly via my paypal account.

        Why in the world are you paying someone $100 to unlock your phone?

        As far as I know, you can get it done legitimate either for free or certainly for less than that via your carrier.

  • If you paid through Paypal using a credit card you should be able to get the bank to do a charge back.

        Not necessarily, I have done it successfully after Paypal ruled in the sellers favour.
        Nothing happened to my account.

  • Not sure what you meant by 'credit'.
    If they 'credited' your Paypal account, you can always transfer that money from your PayPal account to your own bank account.

        Wrong,I had 2 undelivered in app purchases credited from PayPal, no problems at all

  • Claiming a Digital Good refund

    13.7 To be eligible for a refund for a Digital Goods purchase the following requirements must be met:

    You must file a dispute in the Resolution Centre within 7 days of the transaction;
    The total amount of the purchase must be equal to or less than the relevant currency maximum values set out in the table in clause 13.1(c) above;

    The purchase comprises only of Digital Goods and no other goods or services;

    You have not received more than the following number of refunds for Digital Goods purchases:

    3 refunds in 1 calendar month;
    5 refunds in 2 consecutive calendar months; or
    7 refunds in 3 consecutive calendar months; and
    Within 24 hours of the dispute being opened:

    The seller has not responded to the dispute; or
    You have not been able to resolve the dispute with the seller.
    13.8 We may, at our discretion, withdraw, cease, suspend or amend the refund of any Digital Goods purchase at any time if we hold a reasonable belief that refunds are being claimed on unreasonable grounds or that the transaction completed successfully.

    13.9 Nothing in this section affects your ability to file a dispute following our standard dispute resolution processes.

  • Paypal will refund you as they don't fight non items (terms say something like it has to be tangable?) A buyer tried to rip me off on a group on voucher I sold and paypal took the money and froze my account.

    It says no buyer protection on non tangable items too so they are liars. I took it to the financial ombudsman and they gave me a credit back (and let the buyer keep the refund) because they didn't want to deal with the ombudsman.

    Never use a PayPal account without a credit card (or debit card) charge back and credit card insurances are there for this exact reason: your buying protection.
