Hey guys, i was just wandering if it is okay to buy a optus locked phone even though im not with optus but my carrier uses optus?

Perhaps not an emphatic "yep", but more a "possibly". It depends on the type of lock. Why not ask the people you're going to buy it from, and if it's a physical shop, take a sim card with you.
It's usually only a few dollars on ebay to get it unlocked.
+1, before you by the phone (and not 100% sure if it will be locked or not), check ebay > simple search for "iPhone 4 unlock code" (example) usually yields results - you can search worldwide (for cheaper), however ensure it states in the description that it's able to unlock ALL of that particular model phone; or specifies Australia in the networks it supports with unlocking.
