It was never PS4 exclusive, it came out on PS3/XB1/XB360 on the same date. It's just the PC version that was delayed.
I am curious to know if it will be region locked though, Valve have started locking down these regional purchases. Has anyone successfully bought and activated key on Steam here yet?

From what I have read only Eastern European countries are region locked. There was a list available online of what countries would be locked, and none included Brazil.

You should be safe if you buy and activate it now, any future changes won't effect you.
as a side note, the recent changes do not effect retail keys with the exception of 2-4 pack games.
I purchased it this morning using Hola. I was hesitant like yourself but for ~$12 I thought it was worth the risk.
It went through fine, key showed up instantly.
Kinda proof? Not like you can pre-order the game off steam for some weird reason. Just have to trust I got it from Nuuvem.

Good find, first MGS I finished was MGS 4 and I loved it… definitely going to get this if it is coming to PC too.

Ouch. You're missing out. The best was the first one. Your experiencde of it is ruined now though. I can't see how anyone can get much out of MGS4 as their first game.
Well i did play Snake eater when i borrowed it off a friend… never did finish it.
MGS 4 was the first I actually finished though.
MGS1 is an all time classic. The game's plot was so full of twists. Every time you think it can't get any crazier, they up the ante.
But playing MGS4 first will have spoiled all that and ruined any impact any first time experience of MGS1 would have. Also it hasn't aged well graphically. The Gamecube version is alright though.
MGS4's gameplay was pretty great, but it's plot was a low point.
My recommendation to anyone who hasn't played the series now, would be to play Twin Snakes and then stop. It's downhill from there. It's better not knowing what happens next.
@thelastnoob: I'm in the minority, but I don't think SE was that good. It's plot lacked twists until the ending. Whereas MGS1 and 2 kept you guessing all the way through. It didn't have interesting characters like the Ninja, liquid, Ocelot (well he's in it, but he's just starting out).
I didn't enjoy the camo and feeding parts. I felt they were distractions. I just wanted to do what I did the previous games. Sneak behind people and kill them, and not worry about things like stamina or camo.

I don't think every region, there are still "worldwide" keys and they are mostly focusing on stopping the dodgy russians by the sounds. Nuuvem is South American so should be no different from other US keys…at least for a while.

Bought game using Hola and can confirm it activates on steam.
Use hola to go to the US, and buy it like normal, for some reason Brazil is 404'ing me when I go to login. But US worked fine.
Not sure what's going on. Try to purchase it but kept saying "validating". Both Gmail and Hotmail doesn't work. Not sure what I've done wrong. Hola is on though.
Managed to grab it after changing Hola to US server. I'm guessing their server are taking a hit hence the long validation message. Regardless, bought it and now I'm downloading over Steam. Cheers for the post op.

anyway this is the prelude to MGS5 which is set after MGS3 and Peacewalker and before all other MGS aside from portable ops
This is a short prelude that can be finished in 10 mins or enjoyed much longer if you try to beat all the extra levels
