I am off to Europe and my travel agent said I probably don't need to get a sim card and just use free WiFi in the hotels and cafes.
A couple of questions :
If I turn data off does that only stop web access or does it also stop me receiving calls from Australia
What is the best android app for making phone calls (I know that both parties will have to have the app installed
Any other advice would be greatly appreciated

can you clarify 'receiving calls from Australia' - does this mean you want to receive calls overseas when someone calls your Australian 04xxxxxxxx number?

Turning off data services on your cell phone will make your device only respond to normal GSM / CDMA calls, and will not receive VOIP calls.
VOIP calls are telephone services provided through the internet — since VOIP stands for 'voice over IP' it's dependant on internet connectivity to receive and initiate a phone call. VOIP as such will need an uninterrupted connection to work — you can make a phone call while connected to a public Wifi for example but if you walk out of range or you lose access to the wifi hotspot (say, time limit up or quota is used up) then the call ends.
Beware roaming charges for receiving calls & SMS while you are there. Check with your supplier what they charge.
