    This has always been the case for Azure - not a "bargain" as such.

    You still need to provide credit card details when signing up. After 30 days, or you use up your credit, your services turn themselves off, or until you remove the spend lock on your account.

    Can someone explain in simple language what is this for? And what all a common man like me can do with this ? Forgive my ignorance :p

      This is a cloud environment, similar to AWS. You can build virtual machines with various roles (generic, specific servers, specific applications) or even just services (storage, SQL, etc) and you pay per use. I.e. 1 proc, 512MB RAM, 50GB HDD will cost you 3 cents per hour, while 16proc, 16GB RAM and 500GB HDD will cost you I don't know … 70 cents per hour.
      You can create as many as you want and have them running or stopped as you please. When stopped they cost nothing (you only pay for the storage).
      So $200 is enough to play and create yourselves a nice lab to test whatever you want (as part of the machine could be a Windows Server licence, or some other higher applications, unlikely to be in your garage)
      So yes, you can build a website there, but you can also run some specific applications. The advantage is that if you need a lot of power for a short time you just spin as many of the beefiest machines as you can for just an hour and it will cost you just few $$ and then you can just stop them (or destroy them) without incurring any additional cost (i.e. it is almost like renting them for a few hours only). All the machines will have 2 NICs - one for internal communication - they will be in 1 (or many) network segments - and second in the Internet.
      Obviously you can do much more - I am not a developer so be nice if I have missed something - I answered just after seeing no one else did for over an hour :-)
