I got some a few months ago so unless it's changed recently (again). there's a whirlpool thread that explains how to do it if optus don't want to be helpful, but I just called up and asked and they did it with no complications.
I wanted to get one last week and optus said they no longer sell it. I will check the whirlpool thread.

Virgin recently offered data gifting between postpaid account (no need to be family) - works well for me as i took up a 6gig plan and my wife took up a 1.5gig plan and i have been gifting her data as and when she needs extra.
I know that Optus does both data sharing with your own devices (e.g. Phone and tablet) where extra data sims only have a one off fee of $5. They also have family sharing where you can share between different people (multiple phone sims) if they are all on the same bill. There is no extra charge for this.
