They don't, even the cheapest Hoya filters are better. Unless it is for a very casual photographer who it is not too worried about image quality, it is IMO simply not worth putting a cheap filter (even cheap Hoya) on any half decent lens.
Hoya Pro1-D is probably lowest level filter to go for (Hoya HD is even better), and it is even more important with CPL filters than UV or protector filters - because light transmission is a major factor with cheaper CPLs. I recently bought a Hoya HD 55mm CPL for $54 delivered, so this no-name for $50 is a completely joke, and even at $8 all it is likely to do is degrade the image.

Not sure why this is a bargain. Who would pay $50 for a no name brand filter?
Please be aware that putting rubbish filters in front of good glass inevitably leads to degraded image quality. If you want a good value CPL filter go for a Tiffen or Hoya filter ($25-$45 on ebay/amazon).
I wouldn't touch a Tiffen with a bargepole. See this old review. The latest review on CPL from Lenstip didn't even feature Tiffen - very outdated.

Dont need reviews. I have both. Neither are high end filters but tiffen works just as well. Probably best to test stuff out before making geralisations
Note the Tiffen CPL has a 4.5 star rating on Amazon from hundreds of users.
