I am looking for a pre-paid sim that can deliver an SMS to another device automatically, like to another mobile number, email etc..
I guess sort of like call forwarding but for SMS, is this even possible?

Yes, any Pre-Paid Plan, then write your own software. I have came across android apps than can do sms forwarding, but as SMS not email.
Its app that going to do your work, nothing to do with your mobile plan.

If you want SMS to be sent as an email, a simple PHP too would suffice.Maybe elaborate what you're trying to do? It seems to be a device/software feature, not a SIM feature

There are some web sms providers that will forward replies via email.
Otherwise you can use a 2nd phone and run a SMS forwarding app.
