Seriously? I guess you don't play games or watch TV and movies over the intertubes.
If he is a gamer or likes to watch content online 1 terabyte is definitely doable.
Example free 4 month YouTube Red trial account and download all the videos you want to watch legally for later so no buffering.
Especially if you have many people under one household 3 people alone on YouTube can eat up data.

AFAIK unless your in "NBN HFC" (you can get service from any NBN provider via HFC) then you can only use Optus or Telstra's cable for their respective service.

Nope…..
There's a 2Tb cap available but only as part of a bundle.
General consensus is that Optus HFC is slower than Telstra HFC.
I've not heard of anyone ever getting unlimited on Telstra HFC, and frankly, I hope they never offer it, as I like being able to get 100mbps down on Telstra HFC.
If I really needed unlimited I would have unlimited ADSL for downloads and route everything else over HFC.
