Decent deal if all you want is the refill.
The next cheapest I think is $16 and then it starts soaring from there. No dates are indicated on the flyer. I recently refilled for $18 and hate myself for it.

caravan shop @ albany hwy and kenwick link as had sub $20 refills for a Looong time.
personally anything under $20 is good
