Hi I am in the market for IP Wi-Fi Camera with Manual IP Address
Which is not the usual wifi easy setup cameras eg swan
As they have cloud setup and their servers.
My requirements are:
Wifi IP
Tilt and Pan
Good resolution
Talk back n forth option (speaker and mic)
SD card
And lastly but not very important that I can use my own software on desktop pc and Mac.
I already have an app on my iPhone where I can add the port and iP address to add multiple cameras, It’s called ipcamviewer there’s a similar one on android too.
I currently have the old foscam or wansview from eBay probably fake but the quality and speaker n mic are really crap.
If anyone can tell me what to search for on google (keywords)
As currently if I search with above titled search all I get is heaps of barcode scan type Cloud based camera options.

Generally any IP camera, cloud-based or not, should be able to be directly accessed via IP or the ONVIF protocol. They'd all certainly have the option to set a manual IP in the networking settings. So don't rule out the 'cloud-based' ones, assuming they are exclusively over the cloud - they should be available directly for access too.
One viable option is to reuse an old phone (preferably Android, iPhones aren't reliable here) with the 'IP Webcam' app by Pavel Khlebovich. Stick it in a quality charger so the power usage is less than the input, and you have an almost free, flexible, quality device. I've used this with a variety of devices - including my original first Android, a Huawei U8150 - and had great results.
Tilt and pan is one drawback, but in my case several overlapping devices was more useful than the PTZ camera I had in addition. YMMV.
I can also recommend using iSpy Connect's "Agent": https://www.ispyconnect.com/download.aspx. It's a webpage-based network video recorder that runs on your PC, but is very effective in acting like and offering cloud-based flexibility like remote viewing and easy login. Everything still works perfectly offline, but the free app and web login is really useful. The free version takes 4 input devices (I think), then you jump to unlimited devices at $8 US per month, which is only dependent on your PC hardware and network.
