Random question. I basically always suspected that this vehicle (mod: Personal info) was used in a crime that I reported in 2006.
I won't go into details about the crime, but I told police, they seemed not to follow up.
Once in a while when I read forums I see people checking what make and model of vehicle was associated with a certain rego. How do you do this?
Also, any way to find the name of the owner at that time?

This. police would have this info, so would the motor registry. Normal people will never get this information.

You can only check if the registration is current - owner details are protected by privacy laws.
Not your personal army, plus after 13 years, it may be past some statute of limitations. Unless it was a major crime that could solve a cold case, I doubt the police would give two rats ringbits.
If you have the information and the details of a serious crime, follow it up with police. As a member of the public, it’s not your job to solve crimes or investigate. The fact that you want this information on the owner, it sounds more like revenge than it does justice.
