Could I add a low profile GPU?
Yes, but it has to be a one slot only low profile video card due to the Pcie slot is just besides power unit, I have to use a PCIE cord extender to install a silent passive heat sink video card, then the case cover has to be opened all the time.

Think this is the most powerful single slot low profile card you can get. One of the reviews has photos in what looks to be a very similar system.
Edit: there are low profile single slot GTX 1030's too that trade blows for esports games.
You probably could but I wouldn't bother unless you have a GPU lying around already or you're desperate to hide everything inside a small box. The Techfast deals on entry level gaming PCs make the Optiplex ghetto box obsolete unless you're getting the base PC for less than $150.
Note this one includes a monitor, keyboard and mouse. That makes this a fair bit better value than it would be without them, since you might buy a refurbished monitor for $50-$150, and the mouse and keyboard for $20. Techfast computers do not have these by default, but the Techfast monitor add-on price is pretty cheap too. If you add a graphics card to this one, and the monitor to the Techfast one, the Techfast one is probably better value for the relative power increase in the CPU and GPU parts (for a higher price), and it's newer technology and isn't refurbished.
