Seller Charging PayPal Fees for Order Cancellation

I had purchased chair and table in an online store (~$1800), and decided to cancel the order before the order is shipped due to shipping delays. Seller is ready to refund, but is going to cut 4% fees as I had paid using PayPal. Is this the standard (since PayPal seller fee is only 2.9%)?

              @PissLUR: It was marked as in stock at warehouse with delivery within a week. Now its changed to 8 weeks.

                    @avendr: Yeah I would've said for you to wear it as well if it was just a change of mind.

                    For this one though, an 8 week delay for an item marked as in stock is really not acceptable, I would push for a full refund. Especially at the moment it could easily blow out way past 8 weeks as well.

    Maybe they have restocking fees as well.

    PayPal doesn't refund their fee anymore and therefore the seller is passing on full fee to you. But it should be 2.6% + $0.30.

    • Might be less if a large volume seller.

    Seems unfair, I would press them on this since they advertised the product as in stock when it wasn't.

    If it was just you changing your mind, then an extra 1% over costs is not unreasonable.

    Given that they've sold something they don't have, with no upfront notice, then it's their fault and I wouldn't accept any deduction at all.
    They play the game this way to minimise costs and maximise profits, well.. this is the risk

    You never have to actually hold stock
    You have zero overheads
    You advertise expensive items as in stock
    When someone orders, tell them it's 8wks away, 12 wks, whatever scares them off
    Charge 4%
    Give PayPal their cut
    Rinse and repeat
