I'd up-vote this except it's pretty obvious how this would realistically work. Anything which is really worth $30+ will just get "nope sorry extra fee for that". Funny you specifically mention data recovery - unless it's just something you can really easily fix with an 'undeleter' or find in the recycle bin, those kind of services cost $1000s.
I've worked in this kind of shop before. In this case data recovery means that in the event of system failure, they boot from a live CD and copy all your data from your hard drive to an external. Any real data recovery would be handled by a third party, at the prices that you estimated.
