Is there a website - something along the line of Price Hipster - where I can get a notification when a particular Android app drops in price?

I do recommend google rewards. Basically do surveys for play store credit.

This. You can earn around 20c credit with each survey. But they come frequently enough that it would be meaningful to do them.
Also play points (although I haven't tried) you earn "points" for installing applications and from purchases. Points can be redeemed for store credit.Tip: don't tell fibs to try and get more questions.google has a long long memory, and they test you with old questions. I still can't remember if I have kids or not!
Pretty sure you can use this store credit for superchats as well on YouTube if you were feeling generous!
Follow some Android blogs that regularly post the best freebies and cheap deals.
the r/googleplaydeals subreddit is a good place to check in and every now and then
