You download it and 1943 is free. Anything more costs money.
The Capcom Arcade Stadium is the overarching program which is free. 1943 comes as part of that free download.
Then you can buy the separate game packs.
Works the same as for the Switch (check that post).
The Sega games on Steam work similarly: overarching platform and the separate Sega games come under that.
Can't get it separately it seems without buying at least one of the packs
Not sure what you're on about, I just claimed it just fine
Used PS app on phone, typed in Capcom Arcade Stadium and there it was for free. Have yet to download to console as I'm not home, is that where the problem is?
I tried to claim it on steam and xbox both links stated not sold separately unsure how else to get it

If I understand correctly, you need to purchase 1 of the 2 packs and you get 1943 "for free".
Players can purchase either three different packs containing 10 Capcom classics each for $14.99 (per pack), or 32 games together for $39.99. 1943: The Battle of Midway will be included for free.
So technically, this is not free.
