Specifically basmati rice, it removes some starch or more importantly; removes any leftover talc, as some mills in India/Pakistan use talc to assist in removing the husksGenerally in Australia, our food standards mean we wouldn't need to be washing rice, soaking however has a different purpose.

Only takes minute to wash rice. No biggie.

+2 votesI think unless the sign says "cash price" then yes it would be less for cash as that is their slogan and they will do it. They might just drop it $8.95 though.
I remember when I bought a dryer from them which was on special for $249 and I asked them cash price and he said $248.
That way their slogan stays true.
