I dont want to put tray on top of cross rails
Unlikely to fit because the mount points are well inside the outside rails of the tray.
Even if you could mount to four brackets, this Rola tray has no lateral (cross) members. It won't be able to share the load without them and you'll fail the mounts/bolted joints on the highway… I wouldn't want to be following behind.
Definitely would not recommend this tray without cross rails. Some of the killa trays/baskets will likely have cross members designed into them to allow mounting without extra rails.

To everyone having issues with the discount it might be worth contacting them directly. The membership email I got said once logged in, price will be applied at checkout.
Sorry there was a part of the terms and conditions I missed. "this discount is only available to Club members who are the original recipient of this email." So that may be part of the issue.
