A great price for a great game! Steam currently has it on "special" for $22.49… better get it from Gamestop for almost half that price!
You can then activate the game on Steam using the product code.

This offer is for the US region only though… so you'd have to use some sort of VPN (and pay by credit card)…

That's the GOTY edition and includes all DLC. Are you saying Gamersgate has it with all DLC for $10.96? Can't see where?

    I don't think so, on your link, that map is only the first "bullet point" of the GOTY, you'd be missing all the other DLCs:

    A VPN is more like a service that will make you appear as if you where browsing from another country. Personally I'm using Astrill https://www.astrill.com/
