It seems since I have $25 from Nexus purchase it won't recognize.
I have just put sim in iphone and it only lets me choose from my apple id

If you are asking how to purchase apps on android with your Telstra Pre-Paid credit… See Here.
If you have followed that process and it isn't working for you then your best bet would be to contact Telstra and see if they can rectify the issue for you.
I don't think there is a facility to this extent on the Apple/iOS App Store.
