You can pro rata the annual fee the second time around.

50,000 aeroplan points are pretty valuable. It's SYD-HND in business on ANA (92k velocity points) or AU-SEA in business (68.5k KF)

You can't transfer Velocity points to non-family members but you are allowed to book reward seats for them.
