I can only assume this is to compete with Amazon's sale.
For a single copy of the game it's $3.40 more expensive than Amazon, however you don't need to fake a US address to buy from Steam.
For the 4 pack, it works out to $12.75 each (or $0.84 cheaper than Amazon's individual price).
