In regards to the second point only the 28 Degrees PDS states "An item for which we have already paid a benefit (equal to the original purchase price paid for that item) under Merchandise Protection" under section 9 of the PDS 'Things not covered under Price Protection' whereas this is not part of the Coles PDS.

Coles requires paying 1% of the closing balance as fees to get that deal - it looks like capped at $50.
Whether paying it off earlier will negate that requirement is unknown.

Do you have to make the claim while the item is on sale or can you make the claim later on?
You can make the claim at any time
if you did a claim and you see the item dropped the price even more, can you claim again?
Yes, you can make more claims if there is a lower price after the first claim.
